Business process redesign/automation for Ontario ministry

I acted as business architect and business analyst for an award-winning multi-year initiative of a program of the Government of Ontario to redesign and automate a key permitting process in order to:

  • Replace voluminous paper-based applications with a paperless online application process
  • Enable end-to-end paperless review, approval and permitting
  • Improve the sharing of information within the program
  • Allow staff to focus on value-added functions
  • Provide managers with the ability to track applications
  • Enable a new online, fully automated process for simple, low-risk permits

My acccomplishments over the lifespan of the project  demonstrated a wide range of core skills, technical skills and underlying competences. These included:

  • Developed business architecture for program and obtained Ministry and corporate approvals
  • Developed project business case and liaised with corporate IT project and procurement approval committees
  • Created and obtained approvals for project charter
  • Planned business transformation and business analysis
  • Led workshops with subject matter experts from program area, division accounting and ministry accounting and with major external clients
  • Led end-to-end process redesign for application, review, administration and accounting with responsibility for process architecture, analysis, design and modelling
  • Led development of business processes for new online services and payments
  • Created conceptual and draft logical data models using PowerDesigner
  • Designed and conducted detailed fit/gap analysis for use of an existing IT system
  • Conducted a Request for Information process to identify and evaluate related COTS solutions as part of build vs buy analysis
  • Described functional requirements in the form of system use cases, activity diagrams, and related models for redesigned permit application, review, administration, management, online service delivery, and accounting processes
  • Created UI wireframes for public- and employee-facing web pages to support validation of requirements and solution delivery
  • Supported development of application and technical architectures
  • Performed Privacy Design Analysis
  • Supported threat-risk assessment by corporate cyber-security branch
  • Supported preparation and execution of test cases and issue resolution
  • Identified data migration requirements and participated in data migration planning
  • Supported identification and resolution of business policy changes arising from process changes
  • Recommended and finalized MVP (minimum viable prototype) for initial development phase
  • Supported application development using agile solution delivery (including Scrum), by providing requirements walk throughs, participating in design process, and acting as proxy product ownerin order to
